As of early Thursday, Elsa was barely hanging on to tropical storm status, with sustained winds of 40 mph, and had picked up some speed as it moved northeastward at 18 mph. AccuWeather meteorologists expect the storm to deliver impacts of varying intensity to parts of the mid-Atlantic and northeastern U.S. late this week.
