On June 28, 1993, New York State Troopers notice a truck driving without a license plate. When they pull the driver over, they discover the body of Tiffany Bresciani under a tarp in the truck's bed. With Rifkin arrested, authorities quickly learn about his years of terrorizing and murdering women in and around New York City between 1989 and 1993.
